New Course Development Process

Funding for new online or hybrid course development is available on a limited basis through Distributed Education. Faculty members may be contracted on a work-for-hire basis to receive a one-time stipend for first-time development of an approved online or hybrid course.

Only courses listed in the college catalog will be considered.

Online and hybrid courses should not be offered to students on the schedule until the course has been fully developed and passed a quality review.

The course developer should follow the steps below if interested in creating a new online or hybrid course for Vol State.

Step 1: Proposal Submission

Faculty may submit proposals for new online or hybrid courses at Vol State via this form: Online Course Development Request.

Proposals must be approved by the Division Dean, the Director of Distributed Education, and the Vice-President of Academic Affairs before a contract can be issued.

A proposal should be submitted at least three months prior to the desired course start date to allow adequate time for development and review of the course. However, most new course development proposals are submitted in early May as part of the fiscal year budget process.

Step 2: Contracting and Setting up the Development Course

Once approved for development, Distributed Education will:

  • Initiate a contract and send it to the course developer.
  • Enroll the course developer in required training, as necessary.
  • Create a new shell in eLearn for the course development with a copy of the current Master Course template.
  • Enroll the course developer in the master course shell.
  • Archive any old master courses.
  • Provide support and consultation to the course developer.

Please note:

  • The course developer is responsible for signing and returning the contract within one week of receipt. Failure to do so voids the contract.
  • Failure to meet established deadlines in the contract may result in diminished or no compensation and cancellation of the contract.
  • Failure to meet established course design and accessibility standards may also result in diminished or no compensation and cancellation of the contract.
  • Blended, technology-enhanced, and traditional on-ground courses are not qualified to receive development stipends from Distributed Education.

Step 3: Building and Reviewing a Course

Step 4: Closing out the Process and Getting Paid

Once an approved course passes review, the Distributed Education office will send the developer an Extra Compensation form with an attached copy of the approved proposal and contract.

The developer must:

  1. Sign the Extra Comp form.
  2. Obtain the signature of the Division Dean.
  3. Send all completed paperwork to the office of Academic Affairs. Paperwork will then be routed to Business and Finance and Human Resources.

Please note: The course developer is responsible for signing and routing of the extra compensation paperwork as far as Academic Affairs.
